Industry Needs

In recent years, with the steady annual increase in the number of civilian UAVs, safety incidents caused by uncontrolled “random flights” and “unauthorized flights” of UAVs have been continuously rising. UAVs have disrupted

 

 

the normal operations of power facilities such as power plants, substations, and transmission grids, leading to severe consequences. As a result, the construction of anti-UAV measures for power grid facilities has gradually been placed on the agenda by relevant national authorities.

Proposed by the National Counter-Terrorism Leading Group Office, the Ministry of Public Security’s Bureau of Security Administration, the Ministry of Public Security’s Counter-Terrorism Bureau, and the Ministry of Public Security’s Bureau of Science, Technology, and Informatization, the industry standard “Requirements for Public Security and Counter-Terrorism in the Electric Power System—Parts 1-6” (GA1800.1-2021/1800.6),归口 by the National Technical Committee for Standardization of Security and Alarm Systems (SAC/TC100), was officially approved and released on April 25, 2021, and will take effect on August 1, 2021.

This standard, based on industry characteristics and practical needs, regulates public security and counter-terrorism efforts in six enterprise sectors, including power grid enterprises, thermal power generation enterprises, hydropower generation enterprises, wind power generation enterprises, solar power generation enterprises, and nuclear power generation enterprises. The standard explicitly requires the establishment of anti-UAV defense systems for the relevant enterprise sectors:

The system’s transmission power and frequency bands must comply with national regulations.

The system should operate automatically and continuously 24 hours a day with

 

out the need for manual supervision.

The system’s application must not cause harmful interference to surrounding criti

 

cal facilities.

Safeguards must be in place to ensure the system does not affect the timing synchronization of the power system.

The system must possess an inspection report issued by a national-level radio monitoring and appraisal institution.
